The Collapse of the 28-Article Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the presentation of a new 28-point plan for achieving ceasefire appeared – briefly – to have been defused. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of conflicting incidents captured the harsh reality of the current period. By day, diplomatic battles are waged: optimistic declarations are issued from various governments. Significant resources is devoted on containing particular approaches. By night, Moscow brutally reminds the world that, for them, military action persists as the key method for achieving "resolution".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting projectile deployments from enemy soil, a capability provided through current data. From vantage locations, defense planes that had been deployed to intercept incoming aerial threats flew past – modern combat jets delivered to Ukraine by Western partners.

Shortly after, Kyiv's missile defense thundered: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, presumably delivered by Western nations. Every firing shakes the surroundings, rattling buildings. The instant of fear quickly becomes grim resignation: possibly the approaching threat won't strike its target this time, protecting urban areas from ruin and additional electricity failures.

Persistent Threats

Following this, a heavy machine gun opened up on a drone somewhere nearby, part of a defensive team – probably allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its objective.

With pauses, this carried on until dawn. Kyiv greeted the early updates: several casualties, destruction and heating outages in multiple buildings as a result of the night's assault. As typically, everyone still went about their day – living the war. But those full day illustrated Ukraine's essential dependence on international aid – a reliance that neighboring countries are demonstrably unable to substitute in the short term.

Unsuccessful Negotiations

The 28-point plan from American leadership provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new proposal from US leadership adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually achieve victory. This trend will, no doubt, continue.

Tactical Assessments

It is tempting to accuse specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. American leadership works based on a premise understood by experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The White House presumes that it is unrealistic to pressure the Kremlin to relinquish the land that it presently holds in Ukraine's occupied territories.

The challenge is that while acknowledging this situation, American administration does minimal to discourage Russia, through words or deeds, from assuming that the situation will not shift further in its favour in the near future.

Opposing Positions

Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing civilians and areas but averting a total frontline collapse until conditions improve in its benefit.

Current Realities

Objectively, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unacceptable, so that their attention does not move to domestic problems. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a just a single week to eliminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, latest revelations, all did their job.

While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and demonstrate particular unwillingness to alter the situation, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, primarily depend on continued Western support.
